HitFix seems to think so; 'With Sinestro, don't expect him to stroll in and suddenly be pure evil in this film. And don't expect him to be onscreen for the entire movie. But unless something drastically changes, he is in the film. And I'm hearing that based on the relationship they have with him from "Watchmen" and "A Nightmare On Elm Street," Jackie Earle Haley is the only choice for Sinestro by the studio.' I could get on board for that as long as they dye his no hair black.

Jackie Earle Sinestro? Not quite, according to the director. www.aintitcool.com/node/43653The biggest news is that contrary to all the rumors that have been circulating (I'm looking at you, Moriarty!) Jackie Earle Haley is not in any sort of contention to play Sinestro as far as Martin Campbell knows. Instead, Campbell said they're talking to Mark Strong (Sherlock Holmes, Kick-Ass) to play the character.
Now, that's not to say that the studio wasn't interested in Haley, as Drew originally reported at HitFix, but that Campbell wasn't thinking of him for the role.
Campbell also said that joining Hal Jordan (Ryan Reynolds), Carol Ferris (Blake Lively) and Hector Hammond (Peter Sarsgaard) will be big alien Lantern Corp member Kilowog as well as Abin Sur and Tomar-Re.
No comment on hair-colour at this time

Cosmic Book News brings us what are being called legitimate pieces of concept art showing some of the alien cast of Green Lantern. Could this be what Kilowog will look like? I certainly hope so. And could this be Abin Sur and Tomar re? Sure looks like them to me (minus the bird-like beak on Tomar, but that was always pretty silly anyway.)

I think the beak is there, but it looks like a hybrid triceratops/bird beak. Much less prominent.
